Colonel Baer attended the University of Illinois and upon graduation in 1985 received an education delay to complete graduate school. He was commissioned as an Aviation Officer in 1986. Following the Aviation Officer Basic Course and flight school, Colonel Baer’s initial assignment was with the 101st ABN Division and served as a Scout Platoon Leader, Company Executive Officer, and Assistant S-3 in the 2nd Squadron, 17th Cavalry, 1st Battalion, 101st Avn Regt (ATK), and 9th Battalion, 101st Avn Regt (ASLT) respectively. His final assignment was with 2nd Brigade, 101st ABN as the aviation liaison officer during OPERATION DESERT SHIELD/DESERT STORM.
Following graduation from the Aviation Officer Advanced Course, Colonel Baer was assigned to the 3rd Infantry Division, Katterbach, Germany as Assistant S-3 and Battalion S-4 in 2nd Battalion, 1st Avn Regt (ATK) and 3rd Battalion 1st Avn Regt (ATK) respectively. He subsequently served as the assault helicopter company commander in 7th Battalion, 1st Avn Regt (GS). Additionally, he established and served as the OPERATION ABEL SENTRY flight detachment commander in the Former Yugoslavia Republic of Macedonia.
After returning from Germany, Colonel Baer served as an Observer/Controller at the Joint Readiness Training Center, Ft Polk, Louisiana. His next assignment was attendance at the U.S. Army Command and General Staff College, Colonel Baer was assigned as the S-3 of 2nd Battalion, 10th Avn Regt (ASLT) and Executive Officer, Aviation Brigade, 10th Mountain Division in Ft Drum, New York. He was then assigned to the Strategic Plans and Policy Directorate (J-5), Joint Staff in May 2001 serving as a strategic planner and then Executive Officer to the Deputy Director for Strategy and Policy prior to assuming command of the 2nd Battalion, 501st Avn Regt in Aug 2004.
After completing Battalion Command in July 2006, COL Baer was assigned to the Executive Strategy Group, in the Chief of Staff of the Army Office. COL Baer then deployed to Afghanistan (OPRATION ENDURING FRDOM) as the Chief, Collective Training and Assessment Teams training Afghan National Army units across the country from 2007 to 2009. He was then assigned as Chief, Requirement Coordination Division, Joint Staff Program Budget and Resource Management J-8 from 2009 to 2012. His next assignment was the Director, Afghan Public Protection Forces Advisory Group in Afghanistan. His final assignment was to the Army Staff G-3,5,7 as a Requirements Portfolio Assessment Division Chief. Upon his retirement in May 2014, he began work as a leadership development instructor and college history and government instructor.
His awards and decorations include the Legion of Merit, Defense Superior Service Medal, Bronze Star Medal, 3rd Award , Defense Meritorious Service Medal, Meritorious Service Medal, 5th Award, Joint Service Commendation Medal, the Army Commendation Medal, 2nd Award, Joint Service Achievement Medal, Army Achievement Medal, 4th Award, Senior Army Aviator Badge, the Parachutist Badge, and the Air Assault Badge. Colonel Baer holds a Bachelor of Arts degree from the University of Illinois and a Master of Arts in History from Southern Illinois University.
